While you may want to race with a pad, I can assure you that using a full race wheel for Racing is the most immersive and fun way to go along with it being much easier to drive fast than a pad. There are 3 main manufacturers I will go through. You should most definitely check out InsideSimRacing on Youtube as they provide very in-depth reviews of nearly all these products and test them thoroughly.
Fanatec
A German Company they provide extremely realistic and immersive quality wheels with examples such as their Clubsport Base and Rennsport Cockpit v2. I myself have a CSR however for the price I payed for it, I wouldn't recommend it. It feels to plastic and just doesn't feel real. The GT3-RS v2 or the Clubsport are very good but this was their Achille's Heel in marketing. The CSR Elite Wheel has been discontinued and the CSR Pedals aren't on the list because you'd have to have an IQ of -3 to purchase them. They're that bad. Fanatec make very good rims for their Clubsport range but the rest of their products are not modable unlike their Thrustmaster and Logitech rivals.

Logitech
Logitech are stasticly the most successful and best sellers. Their wheels are made of fantastic quality and are very easy to mod and add Aftermarket rims to. However their brake pedals are only made with a Spring Mechanism and therefore are not nearly as realistic as the Load Cell provided with Fanatec's pedals. Luckily there are many different manufacturers that make Load Cell mods for just G25/27 pedals. If you're looking to get a good cheap wheel, go with the G27. A Driving Force GT should only really be bought if you just don't want to spend all that money on a G27 and realise you don't like sim-racing. You can easily pick up any of these wheels second hand for a very good deal too as so many people have them.

Thrustmaster
Thrustmaster are also a very good wheel maker with excellent FFB and a very modable wheel too that even provides a Quick Release mod. However for the price they cost $450-$600, they are very expensive and you don't even get a Load Cell brake but like Logitech you can buy an aftermarket load-cell. The only wheel I would recommend as of now is the T500RS. The rest of their wheels don't have FFB except for the TX and that's an XB1 wheel and for $400 you don't get a clutch pedal so.... yeah...

This really needs no description. You can build your own in a DIY fad or buy a purpose made one. There are a tonne of them so just take a look at these links:

There are many many more sim cockpit manufacturers out there. Check out InsideSimRacing.com as they have tested many of them and provide good reviews and tips and tricks.
